Terms of Reference Partnership Board

Purpose

The Partnership Board is responsible for making decisions about the allocation of resources and the planning and implementation of the programmes of the GSP. The Partnership is primarily a collaborative group made up of the Headteachers of member Schools but other partners may be invited to join as external partners.

The role of the Partnership Board is to:

  • Encourage and facilitate Schools to work together to raise standards
  • Agree locally on the priorities for the GSP
  • Agree the local distribution of resources
  • Develop and agree the annual programmes for the GSP
  • Agree the number, deployment and tasks for strand co-ordinators
  • Support and challenge Schools to ensure that all children in the City receive the best possible educational outcomes
  • Review and evaluate the impact of GSP programmes
  • Provide a forum that allows for discussion of GAPH issues

Quorum

The articles of association for the Partnership states that the quorum for meetings is the trustees is 20. When the numbers present fall below that level, decisions can no longer be made.

Meetings

  • Each academic year will start with a conference at which priorities for the year ahead will be identifiedMeetings of the Partnership Board will take place 5 times a year
  • Meetings will be chaired by a Headteacher of a GSP school, elected annually by all members at the conference.
  • The agenda will include reports from the strand co-ordinators and a finance report.
  • Four representatives will be elected annually to join the GAPH executive
  • Minutes of the meetings will be taken by one of the GSP Administrators, as directed by the strand co-ordinators, and circulated within two weeks of the meeting
  • Strand co-ordinators will be elected annually at the Spring meeting of the academic year
  • All members are effectively trustees of the limited company that is called the Gloucester Schools’ Partnership
